Milli Eğitim Bakanlığı Kız Teknik Öğretim Genel Müdürlüğü'ne bağlı İstanbul Olgunlaşma Enstitüsü 1945 yılında eğitim-öğretime başlar. Ad verme yönetmeliğinin 9. maddesi gereğince 1993 yılında kurucusu Refia Övüç'ün adını alır ve okulun adı "Refia Övüç Kız Teknik Öğretim Olgunlaşma Enstitüsü'' olur. 20 Mart 2012 tarihinde ise Hayat Boyu Öğrenme Genel Müdürlüğü'ne bağlanan enstitünün adı "İstanbul Refia Övüç Olgunlaşma Enstitüsü'' olarak değiştirilir.
Yetmiş yedi yıl önce ülkemizde Türk işlemelerini yaymak ve yaşatmak amacıyla kurulmuş olan enstitü, Anadolu uygarlıklarının günümüze bıraktığı eserlere yeni bir biçim ve renk katarak eşsiz nitelik kazandırdığı giysi ve işlemelerle yurt içinde ve yurt dışında bu sanatın öncülüğünü yapar, katıldığı yurt içi ve yurt dışı sergi ve defilelerde ülkemizi başarıyla temsil eder. Enstitü katıldığı uluslararası yarışmalarda; 1983 yılında Almanya'da Türk işi dalında altın madalya, 1987 yılında Polonya'da yapılan uluslararası bebek yarışmasında ise birinci olur ve başarı ödülü kazanır.
1995-96 yılında kuruluşunun 50. yılını kutlayan enstitü, Türk nakış ve el sanatları kültürünün özgün yapıtlarını bizzat üreterek ve biraraya getirerek bünyesinde bir desen müzesi oluşturur. Desen müzesi kuruluşunun 65. yılında Sayın Erol Üçer ve Sayın Mine Üçer'in katkılarıyla restore edilir ve müze "Mine Üçer Salonu"nda sanatseverlerin ziyaretine açılır. 2014 yılı Temmuz ayından itibaren kurum güçlendirme kapsamına alınarak önce Cihangir Halk eğitim Merkezi sonra Taksim Ortaokulu'na daha sonra ise Münir Özkul İlköğretim Okulu'na taşınır. Binanın restorasyonu 2019 yılı Haziran ayında tamamlandıktan sonra kurum ana binada, İstiklâl Caddesi No: 28'de hizmet vermeye başlar.
Istanbul Olgunlasma Institute, affiliated to the Ministry of National Education General Directorate of Technical Education for Girls, started education and training in 1945. In accordance with the 9th Article of the naming regulation, It was named after its founder Refia Övüç in 1993 and the name of the school becomes "Refia Övüç Girls Technical Education Olgunlasma Institute." On the 20th of March 2012, The name of the Institute, which was connected to the General Directorate of Lifelong Learning, was changed to "Istanbul Refia Övüç Olgunlasma Institute."
The institute, which was established seventy-seven years ago with the aim of spreading and sustaining Turkish embroidery in our country, pioneers this art in the country and abroad with the clothes and embroideries that add a unique quality to the works left by Anatolian civilizations, adding a new shape and color to the present day. It also represents our country in fashion shows successfully. In the international competitions it participated in, the Institute won a gold medal in the field of Turkish business in Germany in 1983. In 1987, It became the first in the international baby competition held in Poland and won a success award.
Celebrating the 50th anniversary of its establishment in 1995-96, the institute creates a design museum within its body by producing and bringing together the original works of Turkish embroidery and handicrafts culture. In the 65th anniversary of its establishment, the design museum was restored with the contributions of Mr. Erol Üçer and Ms. Mine Üçer, and the museum is opened to art lovers in the "Mine Üçer Hall." As of July 2014, the Institution was included in the scope of consolidation and moved first to Cihangir Public Education Center, then to Taksim Secondary School and then to Münir Özkul Primary School. After the restoration of the building is completed in June 2019, the institution begins to serve in the main building, at Istiklal Street No: 28.
